I am finishing a basement bedroom. Do I need a new window?

Almost certainly, unless the existing opening already meets the clear width, height and area requirements and the sill sits low enough above the floor. It is worth checking before the framing goes in — retrofitting an egress opening afterwards costs considerably more.

Does the window well need work too?

Usually. An egress well has to project far enough from the wall to allow the window to open fully and give room to climb out, and where it is deep it needs a permanent means of exit. A standard decorative well rarely satisfies that.

Can an egress opening be cut into a poured foundation?
